Steps to reproduce:
1. Hover your mouse over any of the applications that are pinned to the taskbar (make sure they are not opened). You will notice that no name displays.
2. Right click any application icon launcher that you have pinned to the taskbar.
3. Once the submenu appears.
4. Right click again and now you will see the name of the application icon.
5. This is a bug. The name of the application should appear when you hover over the icon when it is not opened.
