I always wondered why my Intel Core i5 never worked as it should..
today I run into a command that gave me information in real time.
I have this computer : (under linux mint 18.3)

CPU~Dual core Intel Core i5-2450M (-HT-MCP-) speed/max~918/3100 MHz Kernel~4.15.0-34-generic x86_64 Up~1:46 Mem~638.8/3850.4MB HDD~570.1GB(90.1% used) Procs~200 Client~Shell inxi~2.2.35

At the time this picture was taken I have stoped a process at "handbrake" app (video edition) , and I was running mozilla firefox, multimedia player , and task monitor.

under Terminal install (Ctrl+Alt+t)

sudo apt install hardinfo

then run

hardinfo

and ignore error messages

I also have a laptop with an Intel I5 processor and it has never seemed lightning fast, so interested on the outcome of your search to confirm that yours is going flat out.

I had a related query about whether the fastest WiFi channel is being used by the machine - viewtopic.php?f=5&t=13744&p=60189#p60189

You might find it interesting, as it relates to getting the best performance from your I5 machine.
