If you haven't done so already, install Synaptic Package Manager (it's in the Software Channel). Once installed, launch it (you will be asked for your login password to elevate you to 'root' to install packages. Search for 'bluetooth' and if not already installed, install Gnome Bluetooth and see if that gets you working. If your bluetooth is Intel integrated you might also need:
'connman'
I'd also install any blueztools - don't go over the top - check out the description in the bottom pane after you select different packages before marking for installation. After you have selected (marked) all the packages for installation by checking the boxes to the left of each package, click on 'Apply' on the menu bar to install. (Also if your internal wifi card is broken, could this also affect your bluetooth? I'm using a Latitude D830 at the moment and the wifi chip in that has bluetooth included so if your notebook is of similar build that might also be a reason for bluetooth not working)
