I discovered that the preinstalled alacarte didn't do what I wanted, so installed menulibre. I found that they conflicted. After removing alacarte it worked great. Now I have to figure it out for XFCE since my boxes won't run Gnome3 with any speed.
into $/xdg/menu, but still get the root menu for all the accounts. I think I need a separate desktop-session (/etc/profile.d) for each account.applications.menu
