The cursor wonders all over the screen, going where it wants to go when I try to get it to go where I want it to go.

I found the problem. The mouse is a corded model and the mouse pad was bowed a little and has a smooth surface. The mouse would move in small increments because the cord had been rolled up and acted like a spring pushing the mouse.
