Not sure if this can be done with the AWN panel. It may, but I have not tried it.
I know that it can be done for sure with ubuntu as regards the unity panel. When you go to settings > monitors and the system realizes that you have set two or more monitors (i.e. shen you connect the laptop with the TV) there is an option that asks where to place the unity panel (in which monitor). I have tried that in HDMI mode.

Hi,

I did understand you and that is why I asked you the question:

Have you checked in System Settings > Hardware > Displays > Detect Displays and what does it show you there?.

Does it show anything?.

Hi,

have you tried the package "arandr" which is a frontend for "XRandR" ??.

Install via a terminal with the command:

Code:
sudo apt-get install arandr

Hi,

I cannot find an answer about any AWN applet for you sorry!.

It is possible that if you change your software sources download location and do an update, it may fix the problem with the monitor settings in the system settings display tool, I cannot say whether or not that that will fix the problem but it is worth a try!. You said it worked in MInt & Co so it may help to do just that???.
