after Zorin launches and loads the user login screen, the network manager will try to login to a remembered network and then ask me for the password for the network. I have already told it to remember the network password. If I hit cancel and then login to Zorin the network manager will automatically connect to the network without asking for the password. How can I disable the network manager from starting before I log in?

Click on the network manager icon and go to Edit connection. Edit the connection you are using and under general tab you can tick the box "Allow all users to use this connection".
P.S. If it is ticked, untick it and try again like that to see if you will be asked for the wifi password at login.
