Zorin 9 keybord layout changes

I have my keybord in Belgian, bud many times after start up it is querty, in the taskline below it say's BE.
When i klik on it and then on BE it is back the belgian layout.
I did remove all other languages, bud no succes.
How can i make it that it is permanently BE?
