I am relatively new to Zorin as I have used it in the past, but I just recently installed Zorin OS 15 Base because I can't afford Ultimate. My question however is, if it possible to get the other desktop layouts without having to get Ultimate? If so, how can I access them?

I'm afraid that is not possible - you could always install a different DE if you wished such as Cinnamon DE or Cairo-Dock DE.
