My PC has locked bios, so I cannot boot up of a CD/USB so it there any other way to install Zorin, such as what Ubuntu do?

If you have a locked bios you can reset the "Master Jumper", you need to find out where it is on your mainboard and simply remove the MJ and and swap it with the pin to the right or left of the middle, (there are normally only 3 pins and you only need to swap it about for around 30 seconds, then put it back in its original place), you will have to make changes in bios regarding boot options and the clock after reset!!.

try the CD in a different computer or CD ROM drive just to see if its something wrong with that one.

It is writing an .iso to the disk rather than a .img. Is this bad?

You are burning the image to CD and NOT putting a copy of the *.iso file on CD, correct?

Also, if your BIOS supports booting from USB, try that instead. Download unetbootin and make a bootable USB thumb drive and see if that works instead.
