DVD movies will not play

Hello,
I have Zorin 12.3 core 64 installed on both my desktop and laptop. Neither would play a DVD movie disk. I found this "sudo apt-get install libdvd-pkg" at https://www.maketecheasier.com/play-dvds-in-linux. It made my desktop play DVD movies with VLC player. However, that code used on my laptop gave:

Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.
The following information may help to resolve the situation:

The following packages have unmet dependencies:
libdvd-pkg : Depends: debhelper (>= 9) but it is not installable
Depends: dh-autoreconf but it is not installable
E: Unable to correct problems, you have held broken packages.

Hi

I use Zorin OS 12.3 and when i insert a DVD video I get

Ask what to do I select 'videos' and enjoy the film

see also under menus 'sound& video'

Just to add that Zorin produces isos that don't include codecs for DVD playback where it is illegal for some countries to have them.
