How can i insert a number with hotkeys?

I have an old Dell latitude D630 and some keys don't work, i wonder if i can use an Alt+ combination to insert the symbol i want, the keys i need are 8 9 0 and i would like to know hot to do it, also the cursor keys up, left and right don't work, and i would like to use them as an Fn+w,a,d or another combination like alt+ or shift+ but with the cursor arrows i want the action of going up an else for example but i am new with linux and i have no idea hot to do it. Also i use USA distribution but i speak spanish so i need the ñ and the Ü... I hope it can be possible. Thanks.
