Streamlining Updates?

This seems to be the area for suggestions, so here goes:

Why not streamline the installation process allowing users to update their OS to the next version like Ubuntu does, where the core is changed, but installed programs and files are left untouched?

If this has been suggested and discussed before, kindly point me to it.
If someone could explain why this hasn't/can't be implemented, I would love to hear.


I don't mean to irritate people by asking a question that may seem kinda nooby, but I would honestly like to know

Yeah, I guess that makes some sense. I was asking just 'cause re-installing all my programs can be such a hassle. XD
At least 6 is based on the latest LTS version, so I won't necessarily have to update for a long time.
